The answer to my question is yes, my machine does support dual monitors, since it has USB-C which supports DisplayPort 1.4 / DP Alt Mode. However, for some reason, the particular USB-C to Dual DisplayPort 4K Adapter was causing me trouble. The adapter worked perfectly fine for my Z Book which has USB-C with thunderbolt.

If it works on another computer, it should be fine. However, the one thing that can cause this is the resolution set on the monitors. There are a lot of caveats when trying to support 3 external monitors through a docking station. Have fought with many different things on this but usually if you are using a USB-C that's the first hurdle.
